Synopsis

The government of Panama announced the suspension of the tender for line 2 of the metro due to an appeal from one of the bidders, reported Reuters Latin America on 22 May, 2015.

The consortium Panametro, comprised of China Harbour Engineering Company, China Railway First Group Co., and Spain’s Isolux Corsán, presented the appeal claiming errors were made in the process, given that two members of the evaluating committee had prior connections at some point with the winning consortium.

Odebrecht’s and FCC Construcciones’ consortium was selected as the winning bidder of the tender on 14 May (see related Intel).

Panama’s metro company published a press release explaining that Panama’s public contracts office (DGCP) must analyze the tender’s administrative record and the arguments presented by Panametro to determine whether the evaluating committee acted correctly or not.

If the DGCP ratifies the committee’s decision, the metro will carry on with the project. Otherwise, the DGCP may order a new evaluation of the bids.

El gobierno de Panamá ha anunciado la suspensión de la licitación de la línea 2 del metro ante el reclamo de uno de los postores, ha publicado Reuters América Latina el 22 de mayo de 2015.

El consorcio Panametro, integrado por China Harbour Engineering Company, China Railway First Group Co., y la española Isolux Corsán, interpuso el reclamo alegando que hubo errores en el proceso, ya que dos miembros del comité evaluador habrían estado vinculados en algún momento con el consorcio ganador.

El consorcio compuesto por la brasileña Odebrecht y la española FCC Construcciones fue nombrado ganador de la licitación el 14 de mayo (ver Intel relacionada).

El Metro de Panamá publicó un comunicado explicando que la Dirección de Contrataciones Públicas de Panamá (DGCP) debe analizar el expediente administrativo del concurso y los argumentos presentados por Panametro para decidir si la comisión evaluadora actuó correctamente o no.

Si la DGCP ratifica la elección de la comisión, el Metro seguirá adelante con la adjudicación. Caso contrario, la dirección podría ordenar una nueva evaluación de propuestas.

O consórcio Panametro, formado por China Harbour Engineering Company, China Railway First Group Co., e a espanhola Isolux Corsán, foi o grupo que fez a reclamação alegando de houve erros no processo, já que dois membros do comitê de avaliação teriam sido vinculados em algum momento com o consórcio ganhador.

O consórcio composto pela brasileira Odebrecht e a espanhola FCC Construcciones foi nomeado ganhador da licitação em 14 de maio (ver Intel relacionada).
