Dolphin Telecom, a Lima, Peru-based provider of radio and communications services in case of emergencies, is planning to enter the market of Mobile Virtual Network Operators (MVNO) in Peru, reported El Comercio on 8 February 2017, citing an announcement of the ministry of transport and communications. Specifically, to enter this market, Dolphin Telecom will first have to negotiate with an operator of an infrastructure rental network.
